Cut a 13" circle from
patterned paper. You will only fit part of the circle on the paper, so the
widest part of the circle should be from the lower right-hand corner to
the upper left hand corner.
Cut the paper into a
half-circle.
Curve into a cone and adhere.
Punch two small holes on each
side of the hat.
Knot string through holes to
create a strap for under the chin.
