Instructions

1. Trim patterned paper to 4 1/2" x 5". Fold in half and punch front edge using border punch.
2. Ink edges.
3. Punch red 2" circle and pink 2" scalloped circle.
4. Apply tag rub-on to patterned paper and trim around it.
5. Staple all three tags to topper.
6. Fill bag with treats, fold over top, and staple topper to bag.
