Here are a few options for cutting circles and other shapes:
Circle cutters - cut perfect circles with these easy tools! They come in different styles, so it really is a personal preference. The Circle Scissors Pro is a favorite and is very easy to use. Circle cutters/scissors do require the use of a glass mat underneath them, so your craft surface isn't damaged. Martha Stewart has a Large Circle Cutter, which will cut circles from 4" to 12". Another circle cutter is the Curvy Cutter. There is a circle Curvy Cutter template and and oval Curvy Cutter template and both are available on the Annex.
Templates - variety of shapes can be cut with these tools. Fiskars has shape templates for cutting circles, squares, ovals, hearts, etc. With these templates, you will need the cutting tool that goes with this system.
Die cutting - if you have a die cutting machine, there are all sorts of dies that will cut circles, squares, scalloped shapes, you name it! Die cuts are a great way to add embellishments to pages.
Stop by your local Archiver's any time and they'll be more than happy to help you find the right shape cutting tool for you! Hope this helps!
